Most likely thats the reason of if its not it ould be render distance while afking in air you should keep the render distance that you can see the farm, or the creepers won't spawn. Nothing will spawn farther than this. small creeper farms won’t work well on bedrock. you are better off to just go with a regular mob farm. if you insist on creeper only then i strongly recommend goldenhelmet403 and his creeper farm. fairly certain it’s the fastest for its small size on bedrock.
