This paper uses a unique survey in seven european countries in the wake of the war to examine european public opinion on how the eu's foreign and security policies should be made and how autonomous they should be.

While such contextual challenges can inhibit the eu from adopting an ambitious foreign and security policy, this special issue shows that the eu and its member states have developed ways of mitigating their impact. Despite the promulgation of a global strategy in 2016 and a strategic compass in 2022, eu foreign and security policy has advanced more in theory than in practice. Albeit much of the criticism to the european union rests within its internal and structural organization, there is one major critique that escapes this norm that has been growing in the public eye for some time: the union’s lack of a coherent external security policy.
