The Health System In Liberia: Priorities Post-ebola - Pamoja Communications Late last year – with funding from the thematic working group on fragile and conflict affected states – we were able to run two workshops in liberia to better understand the impact of the ebola outbreak on the different levels of the liberian health system, at national, county and community levels. Liberia Reinforces Health Promotion Post-Ebola | WHO | Regional Office For Africa Liberia, in the face of two consecutive health emergencies – the ebola epidemic in 2014 and covid in 2019 – offers a unique, comparative perspective on health crisis management within a fractured healthcare system. Synergies between health system strengthening and public health emergency efforts are sought, including enabling health services and multi sectoral participation across all levels (national to sub national) toward universal health coverage (uhc) and health security as interdependent goals. In late 2014, as liberia began to bring the ebola crisis under control with the help of its international partners, health ministry leaders saw an opportunity to transition from a short term emergency response to a longer term plan for strengthening the health system. This paper describes the experience of liberia in the development of the investment plan for building a resilient health system following the 2014 15 ebola crisis, the approaches, process and realignments that were undertaken, lessons learned, and the way forward. The government of liberia articulated a strategy for building a resilient health system post ebola that included a fit for purpose health workforce focused on five priority cadres: physicians, nurses, midwives, community health workers, and health managers. It highlights the lessons learned from the ebola outbreak, which caused both direct and indirect health impacts, leading to a national priority on health system resilience from 2015 onward.
